Just as Thor has his Hammer, as Diana is Wonder Woman, as Peter Parker is Spider Man, Jean Grey is Phoenix! The commercialization aspect in tv, cartoons, and movies prevents anyone else from every having these names.
Notice when others temporarily assumed those identities, it lead to that character permanently being killed off. (Artemis a wonder woman wanna be, and Ben Reily)
The best thing Rachel fans could hope for is that Rachel stays low key at that college. Considering the fact Marvel has shown no problem in killing characters it considered useless, she's dead!
That's why she was written out of this timeline in the first place. Jean came back in X-Factor, gained her full psionic powers, and as started to develop, the X-Office found Rachel redundant! So the codename Phoenix was restored to it's rightful owner!
As for Jean's Phoenix power, she didn't even manifest any during the Seagle run. Any telepath could make a psionic illusion of the Phoenix effect. Seagle really had Lobdell's Jean put on the Phoenix costume.
As for Revolution Phoenix, she had no telekinetic powers, which made her considerably weaker. ALso, her Phoenix effect I think was because she had Psylocke's specialized telepathic powers added to her own. (her Phoenix effect was a combo of her tp, Psylocke's butterfly effect and knife, and crimson dawn).
Seagle had Jean clearly state she was never Phoenix, she was just wearing the costume. Now that Marvel has decided to make Jean the Phoenix in all media, Morrison has been able to truly and consistently refer to her as the original Phoenix. And no writer has consistently done this since her resurrection. Even Claremont had Jean not even remember D'Bari,and say it wasn't me!
