No, the September 11 strikes are not the responsibility of all Muslims. They are not even
the sole responsibility of Bin Laden - who has been made an all powerful bogeyman by people
who feel easier holding an individual responsible because the reality is so much more difficult to understand and combat. The September 11th attacks appear to have been the work
of Al Qaeda - an international terrorist quabal with many cells in many different countries. It was a
very sophisticated, well-planned, long term action (and there are certain to be contingency and followup plans as well). Combating it will require the same - in the words of George Bush we will not "aim a two million dollar missile at a ten dollar tent and hit a camel in the butt."
The Muslim world is made up of as many facts, beliefs and sections as the Christian one, if not more. The main groups are Sunni and Shia (as in Iran). These are in turn split up into many subsects. The Taliban are made up of the Deobandi sect - historically a ferociously anti-Shia sect. Hence the emnity between the Taliban and the Iranians. Deobands believe that Shias are not Muslims. The Brelevis - which are the largest sect in Pakistan and India - believe Deobandis are not Muslims. Brelevis also believe that Wahhabis (Saudi) are not Muslims.
According to the Koran, it is the Commander of the Faithful - the Amir-ul-Momineen - who is entitled to declare jihad. But in the absence of a commander-in-chief, any Muslim can wage jihad. The Holy Scriptures say that jihad will continue till the Day of Judgement. As Lost Goddess pointed out, many jihads have been declared -- against the Soviets, against the Hindu in Kashmir, etc. Jihad is literally "the holy struggle" but only lately has commonly come to mean an armed struggle. Today it has more and more appeal in the Third World because many see it as the struggle of the "have-nots" against the "haves".
As to the food drops in Afghanistan by the military, many see it as an cynical public relations bandaid by the US in order to garner more international support of the bombing. The Asian press reports that the drops are being gathered and burned by the Afghans.
I wish to make myself unambiguously clear. In no way do I support, condone or justify the attacks of September 11th. The US government, however, (particularly the municipal and local government levels) has to fundamentally revise its way of doing business in order to effectively combat attacks of this nature. . Terrorism is not a simple problem and it does not have a simple solution. The American public has to wake to the fact that a simplistic view of the world and a determined isolationism will no longer protect them. As Patrick Henry said, "The price of liberty is eternal vigilance".
